Set-aside micropurchases: how small businesses win the small buys

Micropurchases below the simplified acquisition threshold are, by FAR, supposed to be set aside for small businesses to the maximum extent practicable. In practice, the cardholder picks the vendor that quotes fast, prices fair, and delivers clean. Here is how small firms position for that.

What the rules actually say

FAR 13.003(b)(1) directs contracting activities to reserve acquisitions between the micropurchase threshold and the SAT exclusively for small businesses when the rule of two is met. Below the micropurchase threshold the cardholder still has wide discretion, but small-business preference is the default policy.

How cardholders actually pick

Three things, in order: can the vendor quote inside the window I am working in, is the price fair compared to the last two I called, and will the shipment arrive when they said. Past performance on small buys is the strongest lead generator for the next small buy.

  • Answer the phone or text — not voicemail.
  • Quote inside the same business day where possible.
  • Match the line items the cardholder sent, not your catalog.
  • Follow up post-delivery with the signed POD or DD250.

Where socioeconomic certifications help

8(a), SDVOSB, HUBZone, WOSB/EDWOSB, and VOSB certifications widen the lane on certain buys, particularly when the agency has a goal to hit in your NAICS. They do not replace clean execution, but they do put your firm in front of cardholders who are actively looking.

Federal: yes, as a practical matter. The cardholder needs to pay you, and most agencies will not transact with vendors that are not in SAM with active reps and certs.

How do I get on agency vendor lists?

Many agencies maintain informal vendor outreach lists. The Office of Small and Disadvantaged Business Utilization (OSDBU) at each major agency is the right first call.
