AXA/SOUTH
Local government

Counties, cities, towns, and special districts.

The most fragmented procurement market in the country. Different thresholds, different portals, different cooperative agreements in every jurisdiction. AXA South tracks them so you don't have to.

How AXA South operates

No special license required. AXA South bids and holds prime government contracts as an authorized contracting party. No special license is required to bid or hold the prime relationship in the categories we pursue. Any work that requires a state-issued trade, professional, or specialty license is performed by subcontractors who hold those licenses in the project jurisdiction.

AXA South is a contracting and program-management firm, not a licensed trade.

How local buying works
  • P-card and direct buys typically run $1,000 to $5,000 per transaction depending on jurisdiction policy.
  • Informal quotes (three-bid) generally cover $5,000 to $25,000 or $50,000.
  • Formal bids (ITB) and RFPs kick in above the local sealed-bid threshold and run on the jurisdiction's procurement portal or e-procurement system.
  • Cooperative purchasing through Sourcewell, OMNIA Partners, NASPO ValuePoint, NCPA, and TIPS lets local buyers ride existing competitively-awarded contracts.
